The main goal of the meeting was to conduct interview of the short-listed candidates for the position of lawyers for Legal Resource Center (LRC) project, implemented by Lenkoran regional center of Transparency Azerbaijan. Same day, TI Az staff Baku and Lenkoran staff members, as well as Rolf B. Merckoll, Rule of Law Officer of the OSCE Office in Baku, met with Mubariz Akbarov, Chairman of the Lenkoran city Court. During the meeting Rolf B. Merckoll, as a federal judge in Norway, shared his knowledge and experiences with Judge Mubariz Akbarov, and spoke of the future cooperation within the LRC project. On the second day of the trip the briefing was conducted by the staff Rule of Law Unit of the OSCE Office in Baku for the selected lawyers of LRC project. Services provided within the LRC project, work with the relevant institutions, legislation, and procedures, guaranteeing fair trial standards and access to justice for ordinary citizens, and other issues has been touched during the briefing. In order to attain the aspired overall project goal the following two objectives were pursued: 1) Fostering effective implementation of the applicable legal framework in accordance with international standards; and 2) Building capacities of judiciary and legal professionals.

Pursuant to the publication of the Country Report in March 2005, Azerbaijan’s ENP Action Plan was finally adopted in November 2006. On the 18 of May 2010, Transparency Azerbaijan presented a report summarizing the findings of a monitoring exercise of Azerbaijan’s delivery on commitments made under the European Neighborhood Policy Action Plan, which it signed in 2006. It focuses on three aspects of governance, all of which are considered central to anti-corruption reform in the country: reform in the judiciary, public sector and implementation of obligations assumed before the GRECO group. Examining the legal framework as well as the implementation of law in practice, this study provides key insights into progress in improving governance and reducing corruption risks in Azerbaijan, and highlights areas in which progress has been limited or non-existent. Overall, implementation by Azerbaijan of its international commitments is uneven, with substantial accomplishments in some sectors, moderate success in others and no achievements in certain areas. This picture produces an impression that a long-term vision has yet to be formed, and that reforms are implemented on an ad hoc basis. Transparency Azerbaijan sincerely hopes that this report will assist the government in identifying areas in need of urgent reform, which will lead towards systematic compliance with the commitments made by the country under the ENP.]]> http://www.transparency.az/comment.php?comment.news.23 samir@nospam.com (TI Az) Thu, 20 May 2010 14:17:16 +0500 http://www.transparency.az/news.php?item.23.1 http://www.transparency.az/news.php?item.22.1 Transparency Intrnational, the global anti-corruption organisation, released three new assessment reports that evaluate whether the three South Caucasus countries  are delivering on commitments made in their 2006 Action Plans signed as part of the European Union’s European Neighbourhood Policy (ENP). The policy is designed to strengthen a shared commitment to common values, including good governance and sustainable practices guaranteeing the rule of law, between the European Union and its neighbouring countries by land and sea. The reports were compiled by TI chapters and focus on reforms in the judiciary and in the public sector. They also assess whether each country is complying with international anti-corruption conventions and implementing recommendations made by the Group of States against Corruption (GRECO), the Council of Europe body that monitors anti-corruption efforts. The TI reports offer a solid, indicator-based framework for benchmarking progress in the ENP area related to anti-corruption policies and practices. TI’s approach, which is more detailed and critical than the EC’s own review mechanism, highlights the importance of independent input in the long-term move towards greater transparency and accountability in government. On 18 May 2010, Transparency Azerbaijan will be organizing the presentation of the findings of a monitoring exercise of Azerbaijan’s delivery on commitments made under the European Neighbourhood Policy Action Plan. The English version of the report ca be found here.

Staff members of Advocacy and Legal Advice Centers (ALAC) project participated as guest speakers in the events with organizational support from IREX and gave information to participants about corruption and its forms and consequences, mobile workshops conducted by within the framework of the National Strategy of the Republic of Azerbaijan for Increasing Transparency and Combating Corruption, as well as concrete steps and measures that taken by government and civil society organizations in fight against corruption within last years. Workshops held in Community Development Centers located in Guba, Ganca, Sheki and Gazakh regions brought together users of the centers, students, and members of civil society and youth organizations.

Exchange of ideas on human trafficking, its origins, and forms and methods on combating has been discussed in the round-table discussion organized in the premises of “Rule of Law Legal Resource Center” with the participation of members of Ganja city youth organizations, media representatives and local NGOs. The event at the Caspian Plaza, Baku, was well-attended by government officials, the media, members of civil society as well as foreign embassies and international organisations. The vast majority of the 180 countries included in the 2009 index score below five on a scale from 0 (perceived to be highly corrupt) to 10 (perceived to have low levels of corruption). The CPI measures the perceived levels of public sector corruption in a given country and is a composite index, drawing on 13 different expert and business surveys. Azerbaijan has improved its score from 1.9 in 2008 to 2.3 in 2009, most likely as a result of the government’s commitment to improve the business environment and increased general awareness about the importance of curbing corruption. In the past five years 5 Advocacy and Legal Advice Centres (ALAC) – offices that help citizens to claim their rights in cases of corruption – opened across the country and the government has entered into an open dialogue with civil society through a network of local anti-corruption NGOs and TI Azerbaijan. The project implemented by Transparency Azerbaijan under the grant extended by OSCE Office in Baku, offers free legal advice to residents and support training activities for legal professionals. Coordinator of the Project Sevinj Mammadova has made introductory speech and talked about the cases, statistics and challenges of the project. LRC has special focus on strengthening the judicial sector and the centre will also address the lack of sufficient legal resources in the regions and assist the population at large in all legal matters. In order to give legal advises in spot has been created hotline in the centre. The overall project goal - to strengthen the justice sector – envisions work with the relevant institutions, legislation and procedures, guaranteeing fair trial standards and access to justice for ordinary citizens. The project target group includes various segments of population. Special efforts continued to cover more socially passive rural population and women and vulnerable groups (disabled, refugees, etc.); youth and civil society leaders. Existing centers, inter alia, act as hubs for training young civil society leaders. Volunteers of Centers’ receive on-site training in NGO administration, organization of public events including training programs, and have access to free computer basic. During the campaign ALAC volunteers met with population, informed them on corruption, its causes and consequences, disseminated marketing materials, like flyers, booklets, pens, scents for cars, extracts from laws, and encouraged complainers to come to office in person and submit written cases. Campaign involved more than 200 people of Sheki city and its villages.

Different issues have been touched during the meeting - collaboration between USAID and “Transparency Azerbaijan”, data and basic problems of complainants addressing the center for legal advice, activities and opportunities for over 100 volunteers of the center (English language and computer courses, seminars and trainings), mobile workshops and cooperation with government, municipalities, NGOs and mass media were some of the topics discussed during the visit.
