On-site internal audit of regional ALAC centers
TI Az Management continued the new practice, launched last quarter: on-site internal audit of its regional centers to keep on course toward its project goals, to help it achieve its mission, to minimize surprises and risks, and to allow the TI Az to rapidly deal with changes. Audits were conducted on 7 March at the Guba Center, on 17 March – at Ganja Center, on 7 May - at the Lenkoran Center and on 14 May – at Sheki Center. The audit at ALAC Ganja Center pursued a second goal to streamline procedures to enable the center function under the cost splitting between the USAID and OSCE, while the audit at ALAC Lenkoran Center pursued another goal – ALAC Guba Lawyer/Coordinator joined the mission to conduct inter-offices consultations with ALAC Lenkoran Lawyer, and discuss issues dealing with authorities and complainants. ALAC Baku Junior Lawyer and Project Assistant joined the the audit at ALAC Sheki Center to discuss legal issues and recent changes in legislation with ALAC Sheki Lawyer and to take part in the mobile workshops held at the day of audit.

Cross regional workshop for Mediterranean region countries has taken place in Baku
Transparency International Berlin based Secretariat and Transparency Azerbaijan has organized a training program in Baku from 3 to 7 March 2009 for Mediterranean region countries. During the training our colleagues from Lebanon, Morocco and Palestine learnt of operational practices of Advocacy Legal Advice Centers (ALAC) approach. Moreover, in order to participate at mobile workshops conducted by Transparency Azerbaijan within the framework of the National Strategy of the Republic of Azerbaijan for Increasing Transparency and Combating Corruption, guests made a trip to ALAC Guba center and took part at a workshop organized by the center for the staff of educational specialists of the secondary school #6 of Guba region. During the public outreach workshop ALAC staff gave information about corruption, its forms, reasons and causes, as well as ALAC project activity and services, and rendered free legal advice to complainants.

Anti-Corruption Contest by ALAC Ganja center
ALAC Ganja regional center of “Transparency Azerbaijan” Public Union on Fight against Corruption organized in the beginning of March month a contest under “Corruption with Eyes of Children” slogan for the students of Ganja Children Painting School. The goal of the contest with participation of 13 students was to deliver students a message on a destructive influence of this phenomenon threatens good governance and sustainable development of the country. At the end of the contest the most interesting works has been assessed and those who took 1st, 2nd and 3rd place were encouraged and awarded gifts.

Deputy members of parliament stressed the importance of ALAC project
ALAC Lenkoran and Ganja regional centers` staff of “Transparency Azerbaijan” Public Union on Fight against Corruption, were invited on 4-6 February and 10-12 February accordingly, as experts to the trainings organized for the deputy members of parliament within the framework of the Azerbaijan Parliament Program Project funded by US Department for International Development (USAID). During the events organized by the organizational support of DAI Consulting Company, ALAC staff conducted wide discussions on Advocacy and legal Advice Centers Project, and shared practical knowledge on international and national legislative acts on fight against corruption. Thus, the focus group of the events stressed the significant role of the ALAC project as assistance in solving of problems of ordinary citizens people encounter with in their daily lives.

Transparency Azerbaijan to conduct regular workshops in regions
Guba and Sheki regional ALAC centers of “Transparency Azerbaijan” as a National Chapter of “Transparency International”, Global Coalition on Fight against Corruption, continues conducting mobile workshops within the framework of Advocacy and Legal Advice Centers Project, and within the component of "National Strategy of Increasing Transparency and Fight against Corruption" in Azerbaijan. For, in February month of the year similar workshops has been conducted in Huloli, Mehrali Gyshlag, Garadag Budug villages of Khachmaz region and Bolludere, Garatorpag, Chelebikhan and Kosaly villages of Sheki region, that covered 178 people of rural residents and free legal advices has been rendered on the spot. During the workshops, as an information and education component, participants were informed of corruption concept, its forms, reasons, causes and results, as well as the project activities and services. Participants mostly complained of corruption cases in spheres of State Registry of Real Estate, Municipality, Executive Committee, Police, Azersu, Azerenerji, Court, Passport Registration, Targeted Social Aid, and Military Registration.

ALAC Workshop got together TI Chapters from Europe and Central Asia/Pacific
Transparency International Berlin based Secretariat and Transparency Azerbaijan has organizes Regional Advocacy and Legal Advice Centre (ALAC) workshop - a training program in Baku from 20 to 24 January 2009 for Europe and Central Asia/Pacific region countries. During the training our colleagues from Nepal, Pakistan, Vanuatu, Russia, Georgia, Mongolia, Fiji and other countries were supposed to learn how to set up and run Advocacy Legal Advice Centers (ALAC), the project successfully implemented by our organization since March 2005 in close cooperation with the Government of Azerbaijan. First three days of the workshop provided a thorough introduction to cover ALAC Operational Practices – and shared the experiences of Azerbaijan Chapter in this regard. ALAC project is being successfully implemented in the several Central and Eastern European countries - candidates to EU membership, where it plays an active role and accelerates the combat against corruption of the states and ensures citizens' participation in this process.

“National Anti-corruption Weeks” (ACW) Campaign
To celebrate the International Anti-Corruption Day - 9 December – Transparency International Azerbaijan (TI Az) held “National Anti-corruption Weeks” (ACW) Campaign from 22 November till 11 December 2008. The Campaign was held within the framework of Advocacy and Public Outreach component of the ALAC project. The campaign was conducted by all five ALAC centres and funded by Garadagh Cement plant in addition to respective centres’ donors. The main goal was to increase citizens’ activities and initiatives in the fight against bribery and corruption. The campaign implemented with the help and support of ALAC volunteers consisted of three components: Public Awareness Raising, Public Outreach: Targeting Teachers and Students, Final press conference and the “Face to face with corruption” cartoons brochure. Transparency Azerbaijan held a Cartoon Exhibition titled Face to Face with Corruption in December 2007 in Baku. Further agreement to publish the catalogue of the best cartoons was reached with the Garadagh Cement JV management, who attended the event and cartoons brochure was finally published in December 2008 and distributed at the campaign end press conference by all centres. The Campaign covered all 5 ALAC presented regions and by all three kinds of activities covered directly 2,749 people and indirectly more than 9,000 people. Further to TI Az previous joint marketing actions with the Ministry of Education and to ensure smooth operation of anticorruption hotlines during 2008 winter exam session in universities, TI Az printed calendar-flyers with the Ministry’s and TI Az hotline numbers.

General meeting of ALAC project coordinators and lawyers
On October 3, Baku TA office became a venue for the general meeting of ALAC project coordinators and lawyers from 5 regional ALAC centers in Azerbaijan for a discussion of work during the anticorruption week from 24 to 28 November this year. To start the meeting Jeyhun Atayev, Baku ALAC Senior Project Coordinator welcomed participants and introduced the agenda. Then each ALAC staff from 5 regional ALAC centers in total spoke about their activities, cases, statistics, and success stories. Afterwards ALAC staff discussed future affairs during the anti-corruption week and devoted to the International Day on Fight against Corruption marked all over globe on December 9 every year. Rena Safaraliyeva, Executive Director of Transparency Azerbaijan, stressed the significance of making more efforts in disseminating information on the ALAC project, rendering free legal aid and increasing number of cases.

Conference Fighting Corruption and Institutional Reforms in Transition Countries
Transparency International, government of Azerbaijan and US Agency for International Development (USAID) launched the annual regional meeting for Europe and Central Asia on "Combating Corruption and Reforming Institutions in Transition Economies" on 31 may in Gulustan Palace, in Baku. The event has brought together the delegates from 40 countries of Europe and the Central Asia. The officials of Azerbaijan government, representatives of Transparency International and international experts participated in the conference. Chair of Transparency International Huguette Labelle, director of Regional Center on Europe and Central Asia Miklos Marschall and executive director for Azerbaijan Rena Safaraliyeva held a press conference before the beginning of regional conference. Marschall said the event aims to support anti-corruption measures implemented in Azerbaijan. Underlining that there is a solid ground for development of economy in Azerbaijan he said that Transparency International is ready to support the steps of Azerbaijani government in combating corruption. Ms. Labelle also stressed the necessity of political will for implementing anti-corruption measures. Then Huguette Labelle the chair of the Transparency International opened the regional conference. She stated in her speech that launching of the annual meeting of Transparency International in Baku is great event for both of the sites; government and Transparency International. She said that the cooperation between Transparency International and Azerbaijan government in the field of fighting against corruption will continue.

President of Azerbaijan received Transparency International's Chair
President of Azerbaijan Ilham Aliyev today at the Presidential Palace received Dr. Huguette Labelle, Chair of the Board of Directors of the organization Transparency International. Dr. Labelle said he arrived in Baku to participate in the "Combating Corruption and Reforming Institutions in Transition Economies" regional meeting for Europe and Asia, and thanked the Azerbaijani government for excellent organization of the event. She noted successful reforms implemented in Azerbaijan in various fields, and their important results.
