TI Az had a an excellent opportunity on June 3 to advocate ALAC and its achievement at the presentation of Global Corruption Barometer (GCB) 2009. This year Azerbaijan was included for the first time into the cross-country public opinion survey in 69 countires.  Barometer allows not only to see perception of the level of corruption by ordinary people but also to compare the cross country tendencies and differences. As demonstrated by the report over the globe the overwhelming majority of the victims of corruption do not complain or attempt to defend their rights, mostly because they do not have the heart to or do know how. And ALACs are a perfect pro-active response to this problem. GCB assesses the extent to which key institutions and public services are perceived to be corrupt, measures citizens’ views on government efforts to fight corruption, and this year, for the first time, includes searching questions about the level of state capture and people’s willingness to pay a premium for clean corporate behavior.
